I think maybe your confusion is coming from when EXCP has a relevant value. I'd recommend only ever looking at EXCP right after an error. In your code if the KEY statement was successful you were still dropping in to code checking the value of EXCP. Who knows what that might be. It's left over from whatever the last error was. You can't assume that EXCP is reset to 0 at the beginning of each statement.
