I did a recent install of 16.3 on a new laptop and it's running fine.

Did you use "CometUESetup.exe"?

Have you tried running CAPI from READY::? Then do a compile in UE. CAPI should show the compile parameters being passed to Comet and the results of the compile.

I attached a screen shot of my UE16 screen.
