CA printing to TXT (EXTPTR)

I have a small dilemma regarding printing to the following defined printer: PRINTER = LPX,X,N,,TXT,EXTPTR,;

Running Comet16 from 32bit XP, local license, printing to LPX via qspool, initiates Notepad properly. All is good.

Running from the local session on a Windows7 16bit CA host, via qspool, initiates Notepad properly. All is good.

CA users, both 16bit XP and 64 bit Windows8, cannot get Notepad to initiate via qspool print launch (no error, nothing happens), yet other programs asking for input printer have no problem accepting LPX and launching Notepad properly.
