Well, this is very suspicious. Notice that the first executable instruction in your program is ERRORTO 9800? The list of addresses indicates that it thought it was in an error state from the get-go. I tried to reproduce this thinking that maybe there's a problem if ERRORTO is the first statement but there must be more to it than that. If you add a CLEARLOCAL or something else before the ERRORTO do you have the same result?
