Interesting problem... If IDFILE is not in the REL directory, you might try removing the directory containing it from your configuration. Then load Comet with a /C command line argument so you go directly in to SYSGEN. ReSYSGEN, get out, then load Comet normally. Once in Comet, access the dir with IDFILE and erase the file.
