You are right. I can't recreate the problem here. Are these files the ARO9TTXX files I see in the QDIR? Keyed file, rec size 21, key size 1? How do you know the directory entry is blown? Do you think the QDIR entry is getting clobbered at CREATE time? Can you reproduce the clobbering of the QDIR?
It looks like some of these files are pretty old. The only unusual thing I see is some junk in the last 2 bytes of the QDIR entry. Normally these bytes aren't used for anything and I'd expect them to be hex zeroes. If these are temporary files is it possible to clean up the directory and erase unneeded ones?
Please check your (or the user's) temp folder for the date of DirBuild.exe. It should be 09/30/2013.
I wouldn't normally suggest this, but since the files are so old have you tried the old QTILITY DIRBUILD?
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
