OK I think I have a solution. I think the background partitions that are waiting for a free gateway are looping too fast. Attached here is an include file that should cause them to PAUSE in that loop. Put this file into UTR and call it ~RPGUSE. It's compiled into each report. You should see that you have a file by this name already in UTR however it may be a keyed file. You'll have to chagne the QDIR entry.

I can't recall if the old Reporter regenerated the report each time or only if it thought a change was made so I'd suggest erasing all the Reporter-generated object files to force them to recompile. The object program names begin with "`" and they are in the same folder as the spec file.
