We were finally just recently able to reproduce this. We found it was related to a display setting in Windows.

Right-click on an empty place on the desktop.
Choose "Screen Resolution" from the popup menu.
Click on "Make text and other items larger or smaller"
If "Smaller - 100%" is NOT the selected option, this could be the problem.
