That is pretty weird but hard to know what's going on from just the section of code you posted. Are you certain there aren't any TRACE commands buried in the WDL code that might be turning off your TRACE?

TRACE LABELS ON is redundant if TRACE SOURCE ON is used. And TRACE SOURCE ON is the default. So if all you want to see are the labels you should use:
TRACE SOURCE OFF
TRACE LABELS ON
