OK try this. Remove the "/PN=..." from your Comet shortcut. Run Comet. It should pop up a box with choices for the .cfg files it finds. Don't select any of them. Just click OK. It should come up running SYSGEN. If this works then it suggests there's a problem with the .cfg.
NOTE: This should only work if your REL folder is a sub-folder of your Comet folder. I'm not sure that's how you have it set up. Here's how we recommend it:
Comet is installed into "C:\Users\John\truck\comet2015". So that's where Comet.exe would be and all the .cfg files.
Then REL would be in "C:\Users\John\truck\comet2015\Rel".
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
