I followed your installation instructions which initially came up with the same problem. I then reloaded the current Comet version 16 and made sure there was no older version accessible and then reloaded Comet Server Products 1600 as per your instruction. Then bingo it worked.
I assume that vcredist_86.exe does not have to be run in course of a normal installation.
