docmgr

what am i doing wrong?
i installed comet 2016, cometpdf & server products on a windows server 2008 64 bit server.
everything works except the docmgr.
it tells me there are no document archives are available for your use.
even if i print something to the cometpdf it turns into pdf file and displays it but i can not open docmgr.
