It does look like there's an issue processing an EXCPSUB= for Comet16-compiled programs on a POSITION statement. It seems to work fine if there's no exception handling routine. We'll figure it out. It could be that for Comet16 objects we may have to revert to not issuing the E35 if the LUN is not open.
