I don't believe that message is telling you that program was running. I believe it has the program name that generated the error and when the error message routine is assembling a format to present in the error message it goes down the DAB list from the INI file ( Not the DAB list from the Password file in SECURITY because you're really at a Enter Blind Password stage ) and lists out the first one it finds there. I'll be happy to stand corrected if this is not the case.
