Hi Robert. It sounds like you've done everything correctly. The "Session Rejected" is a definite indication that the session identifier for the CA remote is not in the database. You should check and make sure Build Mode has been enabled in the Admin Settings function. With Build Mode enabled and the out door open you should have no problem adding new users to the system.
