OK in that case then I think you should install the file server on the PGSERVER and define a SERVER= statement for it in your Comet.ini file. You'll need it up in the SITE section as well as in the NODE section where it will be type "C". Also be sure to open the ports required on that server. Check out the link below for more info.
This means that you'll likely need more File Server licenses if users require connections to all 3 servers. Let me know on that.
