I am looking into this problem. Also note that this process updates far more often than it should. It currently updates whenever the comet build number changes. It should update only when the cosw feature level changes.
My best guess that your problem stems from the update programs placing cosw in the wrong folder on the client system.
Could you let me know if that is the case? It would help my investigation.
