how does WHOHAS detect record locks... may have problem

a user opened a .CSV file yesterday Wednesday 06-NOV-2019 and then left the session up

they then said that they wanted the file extension to be changed to .TXT

program was changed....
when running today (THU) got a EXCP(35)

tried to find WHOHAS... but nothing displayed... after calling around, found the offending terminal and closed it

it's just that WHOHAS found nothing.

any ideas how, going forward, to detect this kind of lock?
