I don't see anything obviously wrong with the program. I even wrote my own test program trying to mimic what I think you're doing and it worked fine. Your program is acting like the file is not getting closed and reopened before the last 2 searches - but I can't tell from your post if these were 3 different runs of your program or just 3 tests in the same run.
Did you try just searching for "01/06/2020" as your first search?
Did you try setting the FLAGS to 0 when you're doing the first search for a new string? (close/open should do it however)
Have you put in logging to verify all the SearchFile parameters have the values you think they do?
Since you didn't include the code for "ProgramError" I can't tell what would happen if you got something other than E02. I presume that didn't happen?
Without actually being able to run the program that's all I can think of for now.
