Thanks so much for sharing the source. I think you made the correct change. You switched the second to= to cc=.
The email printer actually treats "to=" in 2 different ways. as a command to the smtp server, it generates a "recpt to:" and it also inserts a "to=" into the body of the message. I scanned the web and found that multiple "recpt to" commands to the smtp server was accepted in some cases and rejected in others. The error may be the result of some new tightening of server code on some servers.
If anyone out there can shed new light on this behavior, I would gladly welcome it.
