Copy Utility Error - Library files are not suppported

Running XP-SP2 , single-user, c2k4.340, vsn 4.05, cfam, all the latest. When I try to copy a standard old keyed file I get the abvove mesage. I can look at it in maint, i can rename it but I can't copy it. It would appear to ba all files and any directory.
HAven't looked in XTL for message as yet, but what is a Library file anyway.
