You should be OK as long as you have one license for each user. Make sure the user always specifies their own server as their security server reqardless of which machine they're getting the files from.
So for a user in Austin to use the Austin machine you would say:
SERVER=N02,SF ! Security and files from Austin
For the user in Austin to use the Dallas machine you would say:
SERVER=N01,F ! Files from Dallas
SERVER=N02,S ! Security from Austin
