Cosc Startup problem

I'm trying to set up a "backup" server for a customer on an XP PC.

I'm using my office USB dongle to check out the setup. However, in the start up log I get ...

15:05:09 Checking Type-L Directory : C:\COMET\
15:05:09 Check Failed, error=2.

This is a 2002.320, using Security 4.11. The Security Server shows no "inquiry" from the workstation (itself). INI and full log are attached.
