You need to add the "/C" command line argument to your Comet shortcut. This tells Comet to go directly in to SYSGEN at startup so you can create the .cfg file.

Before doing this, make your .ini file in the Comet folder. For this to work, you should have REL in a folder directly under the Comet folder. Once SYSGEN has run correctly, change the properties of your Comet shortcut to eliminate the /C and insert the appropriate /PN= instead.
