My experience with Windows Media Encoder has been disappointing. The better choice, I think, is Windows Movie Maker. You can certainly import MPEG-2 into that program, and the output is .WMV. You can select the bit rate and optimize for all sorts of connections, so you could conceivably have different instances of the video for users with dial-up access versus broadband, or low broadband versus high broadband.
Failing that, let me know...there are some other programs out there that will convert MPEG-2 to WMV.
