I ran test4's on my system here and I get results nearly the same as yours. Using 1000 iterations of records 100 bytes long gives me results around 47 to 48 seconds. So I think that is normal.
What is NOT normal for you is the 30 second wait for the program to start. I would look to virus protection schemes for that slowdown.
Disable all active virus protection and then try your programs. I bet they will act much closer to normal.
