I've run into something similar. Normally, I stop the service (using the Managment Console), install newest CSP, ignore reboot prompt, start the service. Sometimes the Console won't allow start (grayed out)and the server has to be rebooted.
I deal with Win2000 and Win2003 servers and USB and parallel port dongles. No idea if there's a pattern.
