You should say "SERVER = N00,SC". The "S" indicates that the server is your security server. The "C" indicates that it's a CFAM server. The old type "S" server was indicated by "F". The SYSGEN doc link below may offer more info.
Also, you should use UNC names for the pathnames on the server.
