You are correct. There aint no G damn standard. But -
1) you must have leading signs
2) usually you need the fields stripped of leading and trailing blanks
3) sometimes you need double quotes around the strings, sometimes you don't
4) commas are the usual delimiters but tabs are better and often accepted
5) there aint no final delimiter

BB is expert on this as the Reporter, and it's descendants, can create a CSV file.

Creating these kind of files is awkward with a max string length of 254. I usually build a record by jamming stripped fields into one long string. You've addressed that. Thanks.
