The only time I've encountered this is when the computer's Network card's setting for power management was set to "allow the computer to turn off this device to save power". Strange but, in the times I've come across this, unchecking this has made problem go away.
To do this, go to Network connection properties, click on Configure (nic card), and you'll find a power managment tab. uncheck the box. This is an XP thing. Some OS's may not have it.
