you are so right. if the wallpaper is set first, all is well. If the transparent color is set first and then the wallpaper, the effect disappears. This is not intuitive and not documented (shhh... don't tell Steve ;-)
I have always thought that our documentation lacked explanation of semantics. We document syntax just fine but don't explain well enough what action is performed.
If only there were more time.....
