Security Server Error

A brand new USB plug and CSECSRV 06.10, The error message that I am getting is. "USB Security Plug has not been properly initialized. Terminating Comet Security Server". This occurs after installing new plug and installing CSECSRV 06.10 and restarting the PC. Any Ideas thanks.
