So here is what happened with this particular setup. Since Comet had already been run as the administrator the CATEMP entry in COSW.ini was set to c:\documents and settings\administrator\ local settings\temp. Since the COSW.ini is in ALL USERS\ AppData\ Signature any change to the user can put CATEMP in a inaccessible directory. My vote is for all temporary files, including HTML and PDFs to go to AllUser\temp\whatever so all unprivileged users would have access to it.
