The /S feature was originally created to allow a user to request a specific session but still connect if that session was not available.
Some time later a request was made to require /s sessions to connect only to the specified session. Hence /TSR came into being. In retrospect, this was not very well thought out. Aside from being a bit if a hack, it required ALL users to use the /s function, otherwise someone who did not use it could (would) grab someone else's session. It works as intended - just not very easy to use.

The MaxSessions mnemonic limits the number of connections a single machine can make to a CA host. This value is stored in the registry and can be modified with the mnemonmic. This is best used with a system that has freed itself from terminal names and uses some sort of user ID to configure the partition.
