if the mail server is sending back "250 Queued mail for delivery", then it appears as if everything is working, and the exchange server is doing something with the mail other than delivering it.
antivirus/antispam software in place on the exchange server, maybe?
try using the exchange system manager and watch the incoming mail queue when you try your test program.
or, try debugging manual mail delivery via telnet; here's a decent link on how to do so:
