I just created this problem accidentally a few weeks ago. In my case, I'd plugged a wonky device into the network which was trying to serve DHCP & NAT, even though there was already an existing DHCP/NAT server.
I'd check network hardware.
Or if you're feeling adventurous, you can try installing "Wireshark" and sniffing the network traffic as it fails; might reveal what's going on.
