Forgot to mention: Comet 2006 build 373.

The environment is from a command line. If you right-click 'My Computer' and examine the environment variables there, they're a bit different.

User TEMP is "%USERPROFILE%\Local Settings\Temp"
System TEMP is "%SystemRoot%\TEMP"

I'm pretty sure this has been discussed before; Comet is using the system TEMP, not the user's.
