I hit upon this late in the day.
Already had a directory C:\temp
Changed USER TMP to C:\temp
My HTML print went to C:\temp.. YEA!!
Created new directory
c:\test1111\temp
Changed USER TMP to it
My HTML print was back to C:\WINDOWS\TEMP... BUMMER

At least I got COSP to go to the USER path.
hmm wonder if c:\temp\temp will work... oh well will try monday.
It still is not making sense.
I found only one other place on the web where there were up against the same problem in a product called GetRight.
Unfortunately, their solution, if they found one was never posted.
