As a suggestion from Brian, I tried launching cosp from coshipc.dll with the theory that launching from a 16 bit process (COSH) was the problem. This produced the same results.

The call to get the environment produced the same results as the call to GetTempPath.

So, I added a little code to Comet.exe to record the temp path it uses as the execution path in the registry. COSP will now read the registry and if this key is found, it will use that folder. If you do not use comet.exe, COSP will revert to using GetTempPath as before.

This change will be released in build .382.
