The link below is to a post you started on a related subject a while back. Back then, Greg helped you by suggesting there wasn't an IRQ for the parallel port. Also be sure to check out the supported port numbers for the dongle.
Honestly, I agree with Grant. The parallel dongle is becoming increasingly harder to support on newer Windows OS. I think your best bet is to switch to the USB dongle.
