CometNTService.ini is like a command file for CometNTService.exe that tells it which programs to start as part of the service. It is not a list of what's actually running. Therefore the fact that you started CSecSrv.exe manually has no bearing on whether it would appear in the .ini or not. Please check the .ini to make sure CSecSrv.exe was set up to be run as a service.
