Yes, Faxman only supports their own Coverpage format and the old Windows 98 CPE coverpage format.
Apparently the newer Microsoft COV format is proprietary and Microsoft has never released the format for it.
Faxman does have a basic, GUI app to layout/save coverpages.

While I have it, I have not tried to use it yet.
Hmm, I also just found another one in the knowledgebase.
Looks like the one they send you is more advanced. (Has option for a background image)
