Isn't this better handled by the server? The server knows if any i/o has come in x amount of time and could send a request to the client to shut down.
The program to do the monitoring could become complex. For example my XAPMON may be running on a machine and there is no activity, but it still needs to stay resident. The server side app would need to have lists of exclusions for the running application or a list of inclusions to kill.
