Just for kicks, let's think idle means the program does not change ip addresses for some length of time. This means that the program is most likely in an input statement.
Now, lets think syntax.
Should this feature be system wide affecting all partitions, foreground and background included?
If not, how would it be turned on? Mnemonic? Executable statement, Sysgen setting?
What action should be performed? Simply kill the partition? Send an Escape? Both somehow?
If I were to design this, I would opt to make this an executable statement like EscapeSub.
