All the text printer DES does is launch the generated file. If you double-click on the filename in Windows Explorer does the file open in a text editor? If not, you may not have a Windows program association with the .txt filetype. The current version of REL (7.07) relies on the "default" action for the program association. If you're on an older version of REL that could be your problem. A couple of corrections were made last year. Check out the doc linked below.
