I have searched a little for this also and as I thought, training is is the process the fax modems used to figure out the best way to communicate with each other, this includes speed, compression, and other factors.

Failure in Training means that, for some reason that the cards do not report, the fax modems were unable to find a compatible set of properties to establish a connection with each other. They cards tried all their combinations and they all failed. The cards do not specifically know why they failed.

This looks like it can be caused by a variety of problems.
I have included a link from the old discontinued WinFax software that talks about this problem.

You will need to start narrowing down the possibilites.
Are you sure both the sending and receiving phone lines are good?
Are either the sending or receiving phone lines going through a CPE Phone system.
Or are they just direct old fashioned POTS lines.
Have you sent faxes to the destination fax before?
If so was it from the same Make/Model Fax card as you are trying to use now?
How old/new is the Receiving Fax?
Is it a standalone fax machine?
Is the sending fax a "physical" fax hardware, or is it one of the "Software" Fax modems?

Sometimes turning off or on the Error Correction property on the Sending Fax can help.
To do this you'll have to modify the modem initialization string(not sure how to do that with Comet)
You should check the documentation for your specific modem on the proper command to give.
