Short of rebooting the server, have you tried doing the following ...
1) In Computer Management/Shared Files there are two subsections, Sessions and Open Files.
In Open Files, I never see Comet files anymore, thanks to CFAM. Maybe the Open/Close goes by too fast to register. If your locked file shows up you could try closing it.
In Sessions, there might be some "residual" left from the problem workstation. Try closing it.
2) a Restart of CometServices
