If you look in Downloads you will see there are THREE versions of IBInstall.exe. And you will not know which one you want.
Well BB told me to try the one called IBInstallforComet32.exe. Apparently that is the latest and the greatest. Who Knew? Well that fixed me. I disabled the User Account Control, installed that version of IBInstall and I seem to good to go.
