Here's the deal... IBInstallForComet32.exe is the latest and greatest for users with UE version 10.0 or higher. If you're still on version 9, you must use IBInstallForComet32.zip and follow the instructions in the ReadMe file. The other IBInstall.exe is the older one that doesn't include the tools for Comet32 compilation.
