First thing I'd try is switching the default app for HTML/HTM files to a different program, and see if that clears up the issue. Sometimes windows gets confused when the applications get updated and it "loses" its associations, even though they're set properly.
So if it's Edge, try switching it to Firefox, or the other way around.
If that doesn't work, there might be a setting on the machine preventing the ShellExecute windows function from running properly (or a user permission issue). You could try running a shellexecute yourself to see if it works.
You could also try ShellExecute yourself, using the "run" or "runas" verb on firefox.exe itself, and pass the file path as an argument.
